    The role of the servant leadership on the relation between ethical climate perception and innovative work

    Globalization and changes in technology forced enterprises to adopt contemporary management approaches in order to gain a sustainable competitive edge. To this end, human resources gained a great interest as a managerial tool to sustain that advantage. While managers are expected to display appropriate leadership style and to create a suitable climate, employees are anticipated to display adaptive performance and innovative work behaviors. This study, therefore, aims at investigating the relationship among key variables for human capital management in terms of innovative practices. A survey is carried out with 254 employees in hospitality business in Turkish Republic of Northern Cyprus and it is concluded that ethical climate perception has a positive effect on innovative work behavior. Furthermore, a mediation role of servant leadership on the relationship between ethical climate perception and innovative work behavior is observed.peer-reviewe

    Threats were specified and in mass in the past, and then are transformed to multi-directional, multidimensional, and volatile structure in early 21st century. Hence uncertainty and instability dominate operational area. Today, security is comprehended solely not military but political, economic, lawful, psychological, and technological in a holistic approach. Towards this end, global security environment may be defined with three key words: circulation, complexity, and contingency. Within this context, aim of the mission is to enforce peace and restore stability by proactive measures. However, it seems impossible to have fruitful results in peace building operations by training 21st century people with a mindset of pre-Cold War time. Hence, the study aims at revealing the need for change in curriculum of officers to get deployed in peace building operations. The study, therefore, proposes a unified body taking on nationwide responsibility to manage training operations, and lays out relevant programs and tools to be included in curriculum

    As a result of Turkey’s geopolitical position and its related requirements, energy is one of the fi elds where innovation is to be speeded up. However, as a natural consequence of unplanned and incorrect energy policies, Turkey’s rate of dependency on energy has reached 72%. Since the need for energy is increasingly growing, especially as a result of the manufacturing industry in Turkey, and a large part of the consumed energy is imported, dependency seems to continue to increase. Toward this end, this article focuses on studies related to reducing external dependency on energy, while also reviewing and discussing literature survey methodology and making policy recommendations concerning energy supply security. Renewable energy has been attached great importance worldwide as well as nationwide because of providing a reliable energy source that meets economic and environmental requirements. In order to meet the increasing electricity needs of Turkey as a developing country the number on renewable energy facilities has been growing. Domestic production of equipment for renewable energy, and producing and integrating those into the conventional system are of high importance because energy supply is a security factor, sustaining reserves is a major need and reducing foreign dependency is a policy priority

    The Impact of Bayh-Dole Act on Knowledge Transfer in the States and a Study on Applicability in Turkey

    This study aims to contribute to efforts of Turkey to increase research and development to overcome mid-income level trap by discussing regulations on patenting and licensing. Knowledge and technology transfer from universities to business world is attached great significance to increase innovation. Through literature survey, it is observed that the States accomplished to boost the economy and increase welfare by the Bayh-Dole Act enacted in 1980. Thus, this good practice is imitated by other nations to make technological developments. The Act allows universities to acquire patent right in research programs funded by government to increase technology transfer from universities whilst motivating real sector to use research pools in the universities. An act similar with Bayh-Dole could be beneficial to Turkey since efforts in Turkey are to promote research, development and innovation. Towards this end, the impact of Bayh-Dole Act on the patent system for universities in the Sates is deliberately examined, applicability in Turkey is discussed. However, it is conceded that success rate of applying Bayh-Dole Act in Turkey would be low once Turkey mainly differs from the States regarding social, economic and cultural traits

    With the end of the Cold War, the static environment, characteristic of the bipolar world, has changed quickly into a dynamic and complicated environment with new actors. These changes have also affected the countries’ armed forces and new approaches to procurement/acquisition come into progress. After the Cold War, countries have focused on responding to changing threats with their decreasing defense budgets. In this study, acquisition models and their effects on Turkey’s technology acquisition and defense industry are evaluated. The evaluation is performed based on criteria such as contribution to national economy, customization, acquisition cost, time and risk, life cycle cost, and technology acquisition. Major acquisition models in this study are determined as direct procurement, production under license, joint venture, indigenous development, production via international consortium. Finally, it is observed that the best model is indigenous development while the others will serve as technology acquisition for indigenous development
